WhatsApp Business Multiple Users in Sri Lanka: How to Run One Number Across Your Whole Team
Run one WhatsApp number across your whole team: linked devices, multi-agent, shared inbox on the API and WhatsApp CRM options for Sri Lankan businesses.
Most Sri Lankan businesses start WhatsApp the same way. Someone downloads the WhatsApp Business app on the office phone, adds the number to the Facebook page and the shop board, and enquiries start coming in. A few months later that one phone is passed between the front desk, the sales team and the owner, and nobody is sure who replied to whom.
If that sounds familiar, the question is no longer “should we use WhatsApp?” It is “how do several people work from one WhatsApp number without dropping customers?” This guide explains the options for a small or growing team in Sri Lanka, from the free app to a shared inbox on the WhatsApp Business API, and how to pick the right one.
Why one shared phone stops working
A single phone works while one person handles every chat. It starts to break when:
- Two people answer the same customer. One staff member quotes a price, another quotes a different one an hour later.
- Chats go unanswered. Everyone assumes someone else saw the message, especially after hours or during lunch.
- There is no history when staff change. When a sales executive leaves, their customer conversations often leave with the phone or the personal notes.
- You cannot see performance. The owner has no idea how many enquiries came in this week, how fast they were answered, or how many turned into orders.
For a business taking enquiries from Facebook and Instagram ads, Google Maps and walk-in referrals, those missed or mixed-up chats are lost revenue.
Option 1: Linked devices on the WhatsApp Business app
The free WhatsApp Business app lets you use the same account on more than one device. According to WhatsApp’s own help centre, you can connect up to four linked devices to your business account, such as office laptops on WhatsApp Web or extra phones, alongside the primary phone.
This is a good first step for a team of two to four people. Things to know before relying on it:
- Everyone sees everything. There is no built-in way to assign a chat to one person on the standard app, so the “who is handling this?” problem remains.
- The primary phone still matters. WhatsApp says linked devices disconnect if the primary phone is not used for more than 14 days, and new devices must still be linked from that phone.
- Calls behave differently. WhatsApp notes that accounts with more than four linked devices receive calls only on the primary device.
- No reporting. You still cannot see response times or enquiry volumes per staff member.
Option 2: Multi-agent on the Business app with Meta Verified
WhatsApp also offers a multi-agent feature through paid Meta Verified or Meta One subscriptions. Its help centre says this raises the limit to up to 10 linked devices, lets you assign chats to agents, and shows which device or agent sent each message. Customers do not see which agent replied.
WhatsApp also states that this premium feature may not be available to every account yet, and that if the subscription ends, only the four most recently active devices stay linked. Check availability for your own number in Sri Lanka before planning around it.
This option suits a small sales or support desk that wants basic assignment without changing systems. It is still the app, though, so there are limits on automation, integrations and reporting.
Option 3: A shared team inbox on the WhatsApp Business API
When more than a handful of people need to work from one number, or when WhatsApp needs to connect to your website, store or CRM, the WhatsApp Business API is the usual route. The API does not have a phone app of its own. Instead, your number is connected to a shared inbox platform that your team logs into from their own computers or phones.
A typical API-based team inbox can be set up to include:
- Individual logins for each staff member, so you know who said what.
- Chat assignment and labels, for example “New lead”, “Quotation sent”, “Paid” or “Complaint”.
- Routing rules that send Sinhala, Tamil or English enquiries, or enquiries for a specific branch, to the right person.
- Internal notes so staff can brief each other inside a chat without the customer seeing it.
- Message templates for approved notifications such as order updates, appointment reminders or payment confirmations.
- Reports on chat volume, first response time and resolution by team member.
Which of these you get depends on the platform and the scope agreed for your business, so treat this as a checklist to discuss, not a promise of what every setup includes.
The API also changes how you are billed. WhatsApp charges for certain business-initiated messages under its per-message pricing, and setup and inbox software are separate costs. Our guide to WhatsApp Business API pricing in Sri Lanka explains how those charges work.
WhatsApp CRM: when the inbox needs to remember the customer
Many businesses searching for a “WhatsApp CRM” really want two things: a shared inbox, and a customer record that stays with the business, not with one employee.
With the API, a WhatsApp conversation can be linked to a customer record so that the next staff member sees the past chats, the last quotation and the order status. This can happen in one of two ways:
- An inbox with simple CRM features built in, such as contact fields, tags and a sales pipeline. This is often enough for a small business.
- An integration with the CRM or store you already use, so WhatsApp chats and notifications sit next to your existing customer data. Whether your specific system can be connected should be confirmed before setup.
A simple rule: if your team mostly answers enquiries and closes sales inside WhatsApp, start with an inbox that has basic CRM features. If you already run a CRM, ERP or online store that holds customer data, ask for an integration instead of keeping two customer lists.
Which option fits your team?
| Your situation | Likely fit |
|---|---|
| Owner plus one or two staff, low chat volume | WhatsApp Business app with linked devices |
| Small sales or support desk that needs chat assignment | Business app multi-agent, where available |
| Five or more staff, several branches or shifts | WhatsApp Business API with a shared team inbox |
| Need order updates, reminders or website and store integration | WhatsApp Business API |
| Customer history must stay with the business, not staff phones | WhatsApp Business API with CRM features or integration |
Rules that keep a shared number safe
Whichever option you choose, a few habits protect both customers and your number:
- Only message people who contacted you or opted in. Unwanted messages lead to blocks and reports, which can restrict your account. Our WhatsApp broadcast guide covers opt-ins in more detail.
- Agree one price list and one set of replies. Saved replies or approved templates stop staff from quoting different terms.
- Set response targets. For example, every new enquiry answered within 15 minutes during office hours, with an away message after hours.
- Remove access when staff leave. With linked devices, log out their device from the primary phone. With an API inbox, disable their login the same day.
- Respect customer privacy. Sri Lanka’s Personal Data Protection Act, No. 9 of 2022, sets rules on collecting and using personal data. Keep customer details inside business systems, not on personal phones.
A 30-day plan to move your team onto one number
Week 1: Map your chats. Count how many WhatsApp enquiries you get in a normal week, who answers them, and which questions repeat.
Week 2: Choose the option. Use the table above. If you need the API, confirm number eligibility, the inbox features you need and the systems to connect.
Week 3: Set up and train. Create logins or link devices, agree labels and saved replies, and run test chats in Sinhala, Tamil and English with your own staff.
Week 4: Go live and measure. Track first response time and missed chats each day, then adjust routing and staffing.

Frequently asked questions
Can more than one person use the same WhatsApp Business number?
Yes. The WhatsApp Business app supports up to four linked devices on one account, and WhatsApp’s multi-agent feature with Meta Verified or Meta One allows up to 10 where available. Larger teams usually move to a shared inbox on the WhatsApp Business API.
Can I assign WhatsApp chats to specific staff?
Not on the standard app. Chat assignment is part of WhatsApp’s multi-agent feature on the Business app, where available, and is a common feature of API-based team inboxes.
Do customers see which staff member replied?
On the Business app’s multi-agent feature, WhatsApp says customers cannot see which agent or device sent a message. On an API inbox, this depends on how your replies and signatures are set up.
Can I keep my current WhatsApp number when moving to the API?
Often, but it depends on the number’s onboarding eligibility and the setup arrangement. This should be checked before any migration.
What does a WhatsApp team inbox cost in Sri Lanka?
It depends on the number of users, features, integrations and message volume. WhatsApp’s own messaging charges are separate. Request a quote for a written breakdown.
